What is the Network?

Spearheaded by the Rockefeller Institute of Government, this field research network of state experts on health policy and public management includes teams in 40 states. The Network was established to analyze the implementation of the ACA and provide close-observation findings, now and for years to come. It is coordinated by the Rockefeller Institute of Government, the Brookings Institution, and the Fels Institute of Government at the University of Pennsylvania.

Given the uncertainty of the ACA, research on what works and doesn't work is more important than ever.

ACA and the South: Turbulent Opposition

During the passage and implementation of the ACA, many Southern States were
resistant to “Obamacare" filing legal challenges and rather than operate their own
exchanges, many southern states have defaulted to the federal health insurance
exchange. Most have refused or deferred on Medicaid expansion. See how the
turbulence in the process has influenced how the program has been implemented
and what we can learn as we move forward.
