Jim DeWan

Jim DeWan is the Assistant Director of the Policy Analysis and Strategic Planning Unit of the Employee Benefits Division at the New York State Department of Civil Service. At the Department of Civil Service, he develops policy alternatives for the New York State Health Insurance Program to ensure compliance with state and federal laws and improve health outcomes for the program’s 1.2 million enrollees. Prior to joining the Department of Civil Service, Jim worked for the New York State Executive Chamber and the Division of the Budget. In those positions, he worked on the publication of the February 2013 Spending and Government Efficiency (SAGE) Commission Report and the enactment of various pieces of legislation, including the “Tier 5” and “Tier 6” pension reform bills and the New York State real property tax cap law. Jim holds a Master of Public Administration from the Maxwell School of Citizenship at Syracuse University.
