Barack Obama's election win last year changed the conversation about campaign finance reform, said the speakers at this Public Policy Forum — Michael J. Malbin, executive director of the Campaign Finance Institute in Washington, D.C., and Blair Horner, legislative director of the New York Public Interest Research Group. Following then-Senator Obama's Internet-based solicitation of a large number of contributors, the emphasis now is at least as much on increasing the number of small donors as it is on limiting the size of donations. The speakers analyzed campaign finance both at the national level and in the states, including New York.
