New York State leaders and national experts on state finances explored fiscal problems facing the states and examined potential solutions at the Institute’s first national conference on states’ long-term budget gaps. Boyd called for state processes that force budget designers to take a longer-term view, abandoning one-year planning periods and paving the way for reduced volatility in revenue and expenditure cycles.
