How Will New York Implement Health Reform?

Passing health-care reform legislation at the national level was one major hurdle. Implementing the reforms at the state and local levels will present others, as the speakers at this event pointed out. Knickman led the discussion with an overview of the changes that the new law requires, as well as some challenges and opportunities those changes present to the state. He was followed by Joseph D. Morelle, chair of the state Assembly's Standing Committee on Insurance, and Robert Doar, commissioner of the New York City Human Resources Administration.
